By the authority vested in me as Pdwellnt by the Constitution and the laws of the United States of America, it is hereby ordered:
Section 1. Purpose. This Executive Order set upes the Department of Government Efficiency to apply the Pdwellnt’s DOGE Agfinisha, by conmomentaryizing Federal technology and gentleware to boost rulemental efficiency and productivity.
Sec. 2. Definitions. As engaged in this order:
(a) “Agency” has the uncomardenting donaten to it in section 551 of title 5, United States Code, except that such term does not integrate the Executive Office of the Pdwellnt or any components thereof.
(b) “Agency Head” uncomardents the highest-ranking official of an agency, such as the Secretary, Administrator, Chairman, or Director, unless otherwise specified in this order.
Sec. 3. DOGE Structure. (a) Reorganization and Renaming of the United States Digital Service. The United States Digital Service is hereby unveilly renamed as the United States DOGE Service (USDS) and shall be set uped in the Executive Office of the Pdwellnt.
(b) Establishment of a Temporary Organization. There shall be a USDS Administrator set uped in the Executive Office of the Pdwellnt who shall tell to the White Hoengage Chief of Staff. There is further set uped wilean USDS, in accordance with section 3161 of title 5, United States Code, a momentary organization understandn as “the U.S. DOGE Service Temporary Organization”. The U.S. DOGE Service Temporary Organization shall be headed by the USDS Administrator and shall be promised to advancing the Pdwellnt’s 18-month DOGE agfinisha. The U.S. DOGE Service Temporary Organization shall end on July 4, 2026. The termination of the U.S. DOGE Service Temporary Organization shall not be expounded to propose the termination, attenuation, or amfinishment of any other authority or provision of this order.
(c) DOGE Teams. In adviseation with USDS, each Agency Head shall set up wilean their esteemive Agencies a DOGE Team of at least four engageees, which may integrate Special Government Employees, engaged or spreaded wilean thirty days of the date of this Order. Agency Heads shall pick the DOGE Team members in adviseation with the USDS Administrator. Each DOGE Team will typicpartner integrate one DOGE Team Lead, one engineer, one human resources distinctiveist, and one attorney. Agency Heads shall asbrave that DOGE Team Leads set up their labor with USDS and advise their esteemive Agency Heads on applying the Pdwellnt ‘s DOGE Agfinisha.
Sec. 4. Modernizing Federal Technology and Software to Maximize Efficiency and Productivity. (a) The USDS Administrator shall commence a Software Modernization Initiative to better the quality and efficiency of rulement-wide gentleware, netlabor infrastructure, and alertation technology (IT) systems. Among other leangs, the USDS Administrator shall labor with Agency Heads to advertise inter-operability between agency netlabors and systems, asbrave data integrity, and ease depfinishable data assembleion and synchronization.
(b) Agency Heads shall obtain all essential steps, in coordination with the USDS Administrator and to the highest extent reliable with law, to asbrave USDS has brimming and prompt access to all unclassified agency write downs, gentleware systems, and IT systems. USDS shall adhere to rigorous data shieldion standards.
(c) This Executive Order displaces all prior executive orders and regulations, insofar as they are subject to honest pdwellntial amfinishment, that might serve as a barrier to providing USDS access to agency write downs and systems as depictd above.
Sec. 5. General Provisions. (a) Noleang in this order shall be consgenuined to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be applyed reliable with applicable law and subject to the engageability of appropriations.
(c) This order is not intfinished to, and does not, originate any right or advantage, substantive or procedural, utilizeable at law or in equity by any party aobtainst the United States, its departments, agencies, or entities, its officers, engageees, or agents, or any other person.
